Algunos países limitan el acceso de los individuos, empresas y grupos no gubernamentales a la Internet, en un esfuerzo para continuar manteniendo su control sobre la información que obtiene su pueblo sobre su gobierno y el mundo exterior. Algunos países limitan el acceso a este novísimo instrumento de la revolución de la información a fin de preservar lucrativos monopolios administrados por el estado. Pero en estas sociedades individuos y grupos encuentran maneras de darle un rodeo a los monopolios del gobierno.

Latin American and Caribbean Concerns

The fifth Latin American and Caribbean Networking Forum, hosted by Jose Soriano of the Peruvian Scientific Network, was held in Lima on April 14-19, 1996. At the first Forum, held in Rio de Janeiro in 1991, most of the networks were small UUCP experiments, but, by this year, nearly all attendees represented IP networks with Internet connectivity. The good news is that the Internet has grown like a weed, and many welcome it as a tool for productivity and enlightenment; the bad news is that it is almost unknown in developing nations (see Table 1). This article offers the hypothesis that computer networks can improve life in developing nations at a relatively low cost. We begin with a brief discussion of development, followed by some of the ways computer networks might help, and conclude with a look at what can be done. (more…)

The Ibero-American Science and Technology Education Consortium (ISTEC) was formed in 1990 and is comprised of progressive educational institutions, industries and foundations which are collectively committed to fostering hemispheric development through the dissemination of information, joint scientific and technological research and innovative science education. Lead by Professor Ramiro Jordan of the Electrical and Computer Engineering Department of the College of Engineering at the University of New Mexico, ISTEC has over thirty members with its USA Secretariat functioning as a program of UNM’s Latin American Institute. Toward an Internet Census for Developing Nations

Abstract
Governments and international organizations regularly gather economic and census data for use by administrators, policy makers, legislators, investors, and others. This paper discusses the extension of such work to the Internet, with emphasis on developing nations. The paper begins with a description of a survey of 23 academic networks with international connectivity (IP or UUCP) in 21 Latin American and Caribbean nations. After summarizing the results of that pilot survey, we discuss questionnaire revisions, survey problems, and conclude by proposing further steps toward a network census for developing nations. PERU: Molly Molloy – Here is the networking report I wrote in Sept 1994

In June 1994, I received an invitation from the U.S. InformationAgency USIA) Academic Specialist Program to travel to Peru to conduct a two-week library science project. This opportunity came about due to a contact I made at the March 1994 Latin Ameri can Studies Association (LASA) conference in Atlanta. At LASA I participated in a panel entitled “Demystifying the Internet.” Dr. Marcia Koth de Paredes, Director of the Fulbright Commission in Peru, attended the session and mentioned the possibility of traveling to Peru to share this information with librarians and scholars there. The USIA Academic Specialist Program officer called me in June and the trip was scheduled for early September 1994.

Con nuestros temores a lo desconocido en este caso los cambios en tecnologias de comunicacion nos toma de la mano y nos convoca al asombro por lo nuevo, la admiracion por el mundo de posibilidades que se nos abren y al entusiasmo por un futuro de informacion compartida y decisiones bien fundamentadas. No es poco; nos convoca a que seamos actores en la transformacion mas vertiginosa que vive el mundo hoy: la revolucion en la comunicacion por vias electronicas. (more…)
